Insight: China consolidates sea claims as Asian diplomacy struggles

MASINLOC, Philippines (Reuters) - For decades, fishermen along the northwestern Philippine coast treated the teeming fishing grounds of the Scarborough Shoal as their backyard, less than a day's boat ride away.

Now, they see it as a foreign country.

"I lost my livelihood when we lost the Scarborough Shoal to the Chinese," said Mario Forones, a 53-year-old who owns three fishing boats that worked the reef for about a dozen years before armed Chinese vessels arrived in force last April.

Reuters interviews with fishermen in two coastal Philippine towns - some of whom tried to fish the shoal as recently as this month - show how the Philippines has effectively ceded sovereignty of the reef about 124 nautical miles off its coast after a naval stand-off last year.

China's consolidation and expansion of its grip on the disputed South China Sea looms over a gathering of Southeast Asian leaders in the tiny kingdom of Brunei this week as they try to kickstart stalled efforts to ease one of Asia's biggest security flashpoints.

Beijing claims almost the entire sea as its territory based on historical records, setting it directly against U.S. allies Vietnam and the Philippines, while Brunei, Taiwan and Malaysia also lay claim to parts. Except for China and Taiwan, all the claimants are members of ASEAN, the Association of Southeast Asian Nations.

Diplomats hope leaders at the two-day ASEAN summit starting on Wednesday can put aside bitter differences that emerged last year and pave the way for China to join a proposed dispute-management mechanism.

But the fishermen's accounts vividly show how China's expanding, assertive naval reach could be overtaking diplomatic efforts to ease a crisis whose stakes have risen with the U.S. military's "pivot" to refocus its forces on Asia.

In rare first-hand descriptions of the situation at the remote outcrop claimed by both China and the Philippines, the men described being chased off aggressively by large, fast-moving, white Chinese ships armed with guns and rockets. In recent months, they said the Chinese vessels had laid down thick undersea ropes to keep fishing boats out.

"I don't know the specifics of the situation," said Hua Chunying, spokeswoman for China's Ministry of Foreign Affairs, when asked by Reuters to comment on the fishermen's accounts. "But as you know, the Scarborough Shoal is indisputably part of China's territory, and China will ensure that its sovereignty over this area is not being violated."

The 10-member ASEAN aims to agree a legally binding Code of Conduct to manage maritime conduct in disputed areas, but prospects for quick progress appear dim.

Indonesian Foreign Minister Marty Natalegawa told Reuters in an interview that the summit would mostly be about "making sure that things do not regress".

Even if they agree, China has said it will only join talks when the time is "ripe" and that countries should first build trust by observing a weaker Declaration of Conduct (DOC) signed in 2002, which has so far failed to dampen tensions.

Natalegawa accused China of "flouting" the commitment in that agreement to exercise "maximum restraint".

"You are seeing a number of unilateral steps that China has taken that is clearly not in line with the spirit of the DOC," he said in Jakarta.

China says diplomatic efforts were set back by U.S. ally the Philippines' request in January for a United Nations tribunal to order a halt to Beijing's activities, such as those at Scarborough Shoal, that it said violated its sovereignty.

"Nothing has changed from the Chinese perspective," said Ian Storey, a senior fellow at the Institute of Southeast Asian Studies in Singapore. "The fact that the Philippines has submitted its claims to the U.N. gives China another pretext not to discuss the Code of Conduct."

TENSIONS IN BATHTUB

As monsoon weather eases and China imposes a unilateral annual fishing ban that has stoked tensions with Vietnam and the Philippines, tensions are likely to grow in coming months.

China, which has said it will hold 40 naval exercises in the South China Sea this year, further antagonized Vietnam this month by saying it would allow Chinese tourists to visit the disputed Paracel islands for "sightseeing" trips. Two weeks earlier Hanoi accused Chinese ships of opening fire on a Vietnamese fishing boat, a charge that Beijing denied.

China stirred alarm in the region last month by sending four warships to land troops on its southernmost claim -- the James Shoal, just 80 km (50 miles) off the Malaysian coast and close to Brunei. The crew of the ships held a ceremony on the shoal, swearing an oath to defend and "build up" the South China Sea and protect China's sovereignty, state media reported.

The show of strength likely ruffled Malaysia, which has taken a more low-key approach than Vietnam and the Philippines over its claims.

Regional navies are no match for China, but the United States, which has said it has a national interest in maritime freedom of passage, is beefing up its forces in the region, especially after recent tensions with North Korea.

U.S. B-52 and B-2 bombers flew sorties over South Korea in recent weeks and Washington is moving the Terminal High Altitude Area Defense (THAAD) ballistic missile defense system to its Pacific base in Guam.

Last week, the United States sent the first of its Littoral Combat Ships, a new class of a coastal warship, on an eight-month deployment to Singapore.

"It's a bathtub and more and more countries are pouring ships into the bathtub," said Carl Thayer, emeritus professor at the Australian Defense Force Academy. "It's just a matter of time before they bump into one another."

CAT AND MOUSE

Tensions over the dispute first peaked last year in the two-month stand-off between China and the Philippines at the Scarborough Shoal.

Forones, the fisherman in the coastal town of Masinloc, says he was working at the shoal when the confrontation started.

"That was the first time we saw large ships from the two countries appearing at the shoal at the same time. Then our coastguard came and told us to leave because there might be a war ... That was the last time we had a bountiful harvest."

Since then, his catch has shrank so much that his wife has switched from selling fish at the local market to selling pork. He said he was considering selling one of his three boats and his delivery truck.

The Scarborough shoal is famed among fisherman for its rich waters, packed with turtles and squid as well as fish such as grouper and mackerel. The long monsoon season means it is only accessible by small boats from January to May, giving fish stocks plenty of time to recover each year.

Forones and other fishermen still try to fish at the shoal, face a tense cat-and-mouse game with the Chinese ships.

"It's really scary now," said Miguel Betana, a 45-year-old boat captain, who has fished at the shoal for 15 years.

"I have had worse experiences at sea, but being chased by a very fast Chinese ship I was thinking what if the ship rams our boat or if they shoot us. No one will ever find out."

When he was last there in late March, he saw five Chinese ships, four of them sitting at the shoal's mouth. After being chased off by one armed ship, he said he returned under cover of darkness to resume fishing.

Zaldy Godores, a 34-year-old from the town of Santa Cruz, said his boats could no longer fish far from shore because they had lost the protection from storms provided by the shoal.

Forones said three of his ships were chased as far as 24 km (15 miles) from the shoal in January. That was when he noticed that the Chinese had submerged an arm-thick rope stretching across the shoal's mouth to snag boat propellers.

"We are like thieves, stealing what really should be our riches," Forones said.

Last week, I joined several hundred professional organizers in New Orleans for the Annual Conference and Organizing Exposition hosted by the National Association of Professional Organizers. In addition to the educational programming, one of the things I always look forward to is visiting the conference vendors who tend to debut their ?latest and the greatest? organizing products ? items that are new to their line or not yet on the market. In today?s post, I?m sharing the ones that caught my attention and that I think can help you stay organized at home. I have to say that I was very impressed with the Staples Better? Binder with Removable FileRings?. Why would you want to remove the FileRings?? So that you can put the contents in archival storage when they are no longer needed on a daily basis. If you prefer filing physical papers (instead of digitizing them), this can be a great option for keeping important project documents or for storing business or household papers.

In the event of an emergency (like a burglary, fire, natural disaster), having this information at your fingertips will be invaluable, especially when requested by your insurance company. Simply enter your address and the number of bedrooms and bathrooms in your home, the app will assign typical spaces (family room, living room, office, etc.) and items to each room. You can revise the spaces and items to better match your home?s layout and then upload and tag photos of your things along with the approximate date of purchase.

Storage Solutions

The Redskins surrendered their 2013 first-round pick in the trade for Robert Griffin III, leaving them with seven selections later this week ? two picks Friday and five picks Saturday. With the QB position in good hands, addressing one of the NFL?s more porous defenses would be a logical next move for Washington. Here?s a rundown of the top draft needs for the depending NFC East champions:

Cornerback: Bringing in at least one rookie would be sensible with?DeAngelo Hall, Josh Wilson and E.J. Biggers all slated to be unrestricted free agents at season?s end. It will interesting to see how the Redskins proceed at this position without a first-round pick in this draft and the 2014 selection meeting. If they can find a second- or third-day cornerback with promise ? think Casey Hayward to Green Bay at No. 62 last April ? it would give them some flexibility.

Outside linebacker: If Brian Orakpo can stay healthy after missing most of 2012 with a pectoral injury, he?s likely to garner a big-time second contract. Edge-rushing talent for a ?30? front is a must, and Orakpo ? a free agent at season?s end ? shouldn?t lack for suitors if at full strength. Orakpo?is productive (8.5 sacks or more in three seasons since entering the league in 2009) and in his prime (27 at the start of the season). Even if Washington can keep Orakpo, there is always a spot for another pass rusher.

Right tackle: Tyler Polumbus seems the likely starter here after re-signing for two more seasons. However, adding a tackle prospect capable of backing up both spots now and pushing for the ORT job later would make sense.

Inside linebacker: London Fletcher will be 38 in May, and the other starter inside, Perry Riley, can test free agency after the season. The Redskins drafted ILB prospect Keenan Robinson in Round Four last April and could stand to keep adding to their options behind Fletcher and Riley.

Safety: Brandon Meriweather comes off an ACL tear. Reed Doughty will be an unrestricted free agent after the 2013 campaign. Ex-Buccaneers safety Tanard Jackson must seek NFL reinstatement to return to the field this season. If the Redskins get some breaks at this position, they could craft something of a workable solution from the personnel at hand for 2013. However, there?s a good deal of uncertainty. Bolstering the safety depth chart might not be a bad idea.

The Redskins? first pick is in Round Two (No. 51 overall), and they have at least one choice in each of the next six rounds. This is good news for Washington, which needs to make good use of its selections. The Redskins can fill out a solid lineup for 2013 as is, but they have numerous free agency decisions coming, and their defense needs bolstering. Also, Washington could use a little more defensive line, wideout and running back depth, too.?Oh, for a team to be in love with a quarterback when the Redskins are on the clock in the second round. Here?s a team that could use another couple picks.

The Physics of Fred Flintstone?s Flaming Feet

I hope that the father of the ?modern Stone Age family? has thick skin, or else he is going to lose his legs.

Let?s put aside the fact that Fred Flintstone basically runs to work and therefore doesn?t really need his wheels (or that he would need the quads of a god to get them moving). What is much more interesting is the way he stops his caveman car. With heels screeching and smoking, Fred famously uses his own feet to stop his forward momentum. Much like how your car?s brake pads work, Fred?s feet absorb all the frictional forces until the stones stop rolling.

But just how much force would his feet need to apply, and what would happen to them?

Friction?s Victory Over DaFeet

The coefficient of friction?a ratio of the force friction provides and the weight pressing down on a surface?is the first thing we would have to find. It has been studied for human skin [PDF], but what we are really looking for is the roughness of the road; how much resistance Fred?s feet would meet. I doubt that The Flintstones had the paved roads of today, so a first guess at the roughness of the road Fred is braking on would be a bit higher than the values we have on highways: around 0.7-0.9.

Heavy loads encounter more friction, so next we have to estimate the weight of Fred?s famous rockmobile (replicas are for sale, by the way).

Most of the car?s mass is going to be bound up in the huge rock rollers at the front and back. Let?s assume that they are granite. If they were one and a half meters long and 80 centimeters in diameter?like huge stone rolling pins?they would be about 360 kilograms (~795 pounds) each. But that?s not all pressing down on the road Fred has to stop on. Fred himself is a hefty fellow, maybe 95 kilograms (210 pounds). For the sake of estimation, we could assume the rest of the car, made of tarp and wood, weighs and additional 50 kilograms (110 pounds). So all in all Fred must use his heels to stop an 865-kilogram (1910 pound) rockmobile. (Note that this is much lighter than cars today due to their metal frames, engines, and other components.)

So we have the weight, now we need the speed. Fred moves his wheels under his own power, but I wouldn?t guess he could go too fast. The fastest human powered bicycle has been clocked at an astonishing 82 miles per hour. There is no way a chubby caveman could get a hunk of granite going that fast with only his legs, and even average highway speeds seem out of the question. The rockmobile is neither a picture of aerodynamics or engineering genius, but it still has to be faster than simply running to make any sense at all as a vehicle. I?ll give Fred the benefit of the doubt and say his top speed is 25 miles per hour.

Now that we have all the numbers, all we have to do is plug them in. Assuming for a moment that Fred?s feet are so callused as to be indestructible, slamming his feet into the rocky road at 25 miles per hour would bring the rockmobile to a stop in about 26 feet (8 meters). That?s not too bad considering his bunions are brake pads. (If you want to see the full calculation for stopping distance, I did the same for Batman and the Joker sliding on the floor here.)

But what if Fred?s feet weren?t indestructible? The force of friction on his feet would be twice the bite force of a large American alligator, so I don?t think his toes would take it too well. To put it another way, it would be like standing on a belt sander, with an adolescent African elephant on your back.

The best-case scenario for Fred?s feet is that they incur a mild ?road rash??the kind of abrasions and burns that motorcyclists and bikers get when they skid along the ground at speed.

The worst-case is much more likely. If Fred pressed and held his feet to the ground, he would most likely lose them. Sadly, we know this would happen because of the unfortunate cases where people?s feet are run over by cars (study link includes some graphic images).

When a material can?t handle the friction, the result is catastrophic heating and disintegration. In all likelihood, Fred Flintstone?s feet after braking would look like airplane landing gear when it can?t handle the friction:

If Fred decides to take his whole family out for a brontosaurus burger and a drive-in movie, the problem of feet-destroying friction only gets worse because the rockmobile would be significantly heavier. All this is assuming of course that the car itself would hold together for more than a few feet. As an engineer, I have no idea how a forward-moving car keeps a rear wheel on that has no backstop.

Engineers today have developed brakes that can take huge amounts of heat and stress precisely because other materials would fail under such strenuous conditions. On a list of those unusable materials is certainly human skin.

Using your bare feet as brakes is a yabba dabba don?t.

North Carolina man rolls 1st PBA 900 series

THE VILLAGES, Fla. (AP) ? A North Carolina man has rolled the first 900 series in Professional Bowlers Association history ? three straight perfect games.

Joe Scarborough, a 50-year-old self-employed electrical contractor from Charlotte, opened the first round of qualifying in the PBA50 Sun Bowl on Sunday with three games of 300, throwing 36 consecutive strikes.

Scarborough was competing in his second event in the renamed PBA Senior Tour. He said his previous high three-game series was an 838 and he had bowled 14 prior 300 games.

Scarborough was a PBA member from 1991-2001 and twice bowled in standard PBA Tour events. He rejoined when he turned 50 in October.

"I'm pretty surprised," Scarborough said. "I had the shot, I took my time and it worked out. To be honest, no, I wasn't nervous. I was pretending I was at home practicing, and I blocked out the crowd and focused on executing every shot."

Norm Duke had three consecutive 300s in a standard PBA Tour event in 1996, the PBA said Monday, but the performance didn't count as a 900 series because he ended one round with two perfect games and started the next round with the third.

Scarborough threw another strike to start his fourth game, but his streak ended at 37 when he left a split on his next shot. Three straight sub-200 games then knocked him out of the lead and into a tie for 12th place with 1,921 pins, 77 behind the leader, PBA Hall of Famer Mark Williams.

Chinese victim of Marathon blasts remembered

BOSTON (AP) ? Lu Lingzi was passionate about the piano, a daughter who always made her father laugh and a standout statistics student. She was killed by the Boston Marathon blasts two days after acing qualifying exams.

Friends and family on Monday night vowed not to forget the light in their lives that was extinguished too soon.

"You need us to be strong and brave," Jing Li said of her roommate, killed as she watched the marathon a week ago. "We will keep running to finish the race for you and we will try to realize your unfinished dream."

Hundreds of people packed a hall at Boston University to say goodbye to Lu, a 23-year-old graduate student. She was one of three people killed in last Monday's bombings. Gov. Deval Patrick was among the people who showed up to listen to an hour of music and stories about Lu.

Jing told the crowd how when she met Lu in April 2012 they discovered they were both from the northern part of China, both piano lovers and both without boyfriends.

"We believed we were long-lost sisters and could not wait to begin our adventure in Boston," she said. "I was so grateful that I had such a lovely sister in my life, but I had no idea that this friendship would only last one year."

Speakers recalled a bubbly young woman who loved dogs and blueberry pancakes and who was also a driven student.

Her father, Lu Jun, thanked everyone for helping the family over the recent dark days before offering a eulogy "to comfort the heavenly soul of my beloved daughter."

"She was the family's Shirley Temple, if you will, the little elf and a little jolly girl, bringing everyone in the family ceaseless laughter," said Lu Jun, who spoke in his native tongue and was followed by an English interpreter.

"She's gone but our memories of her are very much alive," her father said. "An ancient Chinese saying says every child is actually a little Buddha that helps their parents mature and grow up."

Family members accepted gifts from students. They turned and bowed to the crowd at the end of the service.

Eric Kolaczyk, director of the school's program in statistics, said Lu was an excellent student who passed her qualifying exams with "flying colors" just before her death. He said that though she will never achieve her goal of becoming a financial analyst, a scholarship set up in her name by Boston University will help others meet their goals.

"Lingzi's potential will instead be fulfilled by many others," he said.
